New York City is one of the largest cities in the world. It is subdivided into districts (borough) for several reasons. A district is a separate form of government for 5 runs a basic form of city unity (consolidated city). It is quite different form of county government in the state everywhere in the United States. Legal, according to New York state law, "borough" (county) is an autonomous organization in areas anywhere in the state as a district (county) to be entered in the cities, towns or the main village which is located in that county.
